Vladimir P. Kozin: "Russia is not going to use nuclear weapons in Ukraine. This contradicts the Russian nuclear doctrine. The decision to increase the operational duty regime in its deterrence forces cannot be interpreted as an increase in the combat readiness of its nuclear forces".
