Report 36. Russian MOD and UN: successful talks on humanitarian issues

1. Russian MoD and the UNO established fruitful contacts

On April 4th, 2022, a meeting was held in Moscow between the Deputy Minister of Defence of the Russian Federation, Colonel-General Alexander Fomin, and the UN Under-Secretary-General for Humanitarian Affairs Martin Griffiths, during which the situation in Ukraine was discussed.

The Deputy Minister of Defence noted the successful joint work with representatives of the UN Office for the Coordination of Humanitarian Affairs accredited to the Russian Defence Ministry in Moscow. The Joint Coordination Headquarters for Humanitarian Response in Ukraine, established in the Russian Defence Ministry, regularly transmits documents with objective information on the humanitarian situation in Ukraine to UN staff.

The Ministry of Defence of the Russian Federation informed Martin Griffiths about the increase in humanitarian assistance to the population of Ukraine in the areas controlled by the Russian Armed Forces, as well as in the Donetsk and Lugansk people's republics.

The Russian side emphasized that the key factor for the Russian Defence Ministry in the joint delivery of humanitarian aid to the civilian population of Ukraine with the UN is to ensure the safety of the Organization's employees.

Kiev uncontrollably distributed weapons to the population, which led to an increase in banditry and looting. Moreover, the number of incidents involving the use of weapons is steadily increasing, which can lead to the death of UN staff.

It was also noted that the Ukrainian authorities have launched an information campaign to discredit Russian servicemen.

For this purpose, provocations are used and staged incidents are created. A vivid example is the accusation of the Russian Armed Forces of an airstrike on a maternity hospital in Mariupol. On the eve it became known that the main character of the reports in the media denies the version of the air raid on the maternity hospital from the Russian side. According to her, nationalists from Azov units used several women in labor to film a report in a hospital destroyed, allegedly by Russia, according to a pre-prepared scenario. False information was spread by the Western media.

The Russian Ministry of Defence has shown concrete evidence of genocide and brutality of the Ukrainian leadership and paramilitary units towards their own population.

The Deputy Minister of Defence of the Russian Federation said that the humanitarian situation in Ukraine is deteriorating. First of all, this is due to the actions of the Ukrainian authorities and nationalist battalions that continue to block citizens in cities preventing them to escape.

The UN Deputy Secretary-General has been informed about the situation that has developed in connection with Kiev's sabotage of the regime of open humanitarian corridors. It is indicated that the Russian side has been creating every day since March 4 all conditions to ensure the safety of humanitarian corridors for the evacuation of civilians and foreign citizens in the eastern and western directions. However, the convoys of refugees come under intense fire from Armed Forces of Ukraine or AFU and national battalions, including mortars and large-caliber arms fire. At the same time, despite this opposition, more than 123 thousand people were saved only through the humanitarian corridor from Mariupol to the east without the participation of the Ukrainian side.

On April 4, from 06:00AM, once again Russia reopened a humanitarian corridor to rescue foreign citizens and civilians from Mariupol. At the same time, the Russian side is ready to ensure the entry of ships into the port of Berdyansk for the evacuation of foreign citizens.

67 foreign vessels continue to be blocked in Ukrainian ports. Every day from 08:00 to 19:00 (Moscow time), the Russian Armed Forces open the maritime humanitarian corridor, which is a safe lane in the south-west direction. However, the threats of shelling and the high mine danger created by the AFU do not allow ships to safely go to the open sea.

For his part, M. Griffiths noted the importance of such contacts in order to solve complex humanitarian issues in crisis regions of the world. An understanding has been reached on the continuation of regular interaction.

2. Russia denies its involvement in Bucha “killings”

Russia strongly denied accusations of Kiev of allegedly killing civilians in Bucha, Kiev Region. All the photos and videos published by the Kiev regime allegedly testifying to some "crimes" committed by Russian servicemen in Bucha, Kiev region are just another provocation.

During the time that the town has been under the control of the Russian armed forces, not a single local resident has suffered from any violent action. Russian servicemen have delivered and distributed 452 tonnes of humanitarian aid to civilians in Kiev Region. For as long as the town was under the control of the Russian armed forces and even then, up to now, locals in Bucha were moving freely around the town and using cellular phones. The exits from Bucha were not blocked. All local residents were free to leave the town in northern direction, including to the Republic of Belarus. At the same time, the southern outskirts of the city, including residential areas, were shelled round the clock by Ukrainian troops with large-calibre artillery, tanks and MRLSs.

Russia emphasized that all Russian units withdrew completely from Bucha as early as March 30, the next day after the Russia-Ukraine talks held in Turkey.

Moreover, on March 31st, the mayor of Bucha, Anatoliy Fedoruk, confirmed in a video message that there were no Russian servicemen in the town, and he did not even mention any locals shot in the streets.

It is not surprising, therefore, that all the so-called "evidence of crimes" in Bucha   emerged only on the fourth day, when the Security Service of Ukraine and representatives of Ukrainian media arrived in the town. It is of particular worry that all the bodies of the people whose images have been published by the Kiev regime are not stiffened after at least four days, have no typical blood stains, and the wounds contain unconsumed blood.

All this confirms conclusively that the photos and video footage from Bucha are another production by the Kiev regime for the Western media, as was the case in Mariupol with the maternity hospital, as well as in other cities.

Highly likely that the “story of Bucha” was invented by Kiev to divert attention from torture of Russian POW by the AFU, and to disrupt the Russian-Ukrainian peace talks. Another reason – is underscore the need to continue attacks versus Donbass.

Russia believes that the sequence of objective events that took place after Russian troops left Bucha and described by Kiev four days later runs counter to any rational logic. It is very strange that the UK who currently acts as a chair at the UN Security Council twice denied to put this issue on the agenda as it has been demanded by Moscow. It is a gross violation of procedural matters existing at the UN SC. Russia circulated a letter at the UN SC criticizing London for such self-produced act and arranged a special press-conference on this story.

A “victim” in Bucha

According to confirmed information, on the evening of April 4, in the village of Moshun, 23 kilometers north-west of Kiev, servicemen of the 72 Ukrainian main center for psychological operations carried out another staged filming of civilians allegedly killed by the violent actions of the Russian Armed Forces for subsequent distribution through the Western media. Similar events have been organized by the Ukrainian special services in Sumy, Konotop and other cities.

72nd Psychological Operations Center of the AFU plans to conduct several other staged performances in Ukrainian cities.

4. Chemical attack by Ukraine

The Ukrainian armed forces have blown up a tank purportedly containing hydrochloric acid at the "Zarya" chemical plant in the city of Rubezhnoye in the Lugansk region, a lieutenant colonel of the Lugansk People's Republic (LPR) forces has stated.

According to the LPR servicemen, the detonation was planned to harm specific regions recently recaptured by the troops of the people's republic.

"The Armed Forces of Ukraine are preparing to surrender Rubezhnoye and started blowing up [cisterns with] chemicals. Today, one tank, presumably containing hydrochloric acid, was blown up in the workshop number one of the Zarya plant. The detonation was scheduled taking into account the wind direction. The wind is currently blowing in the direction of Kudryashovka – a settlement that we have just liberated", LPR Lieutenant Colonel Andrey Marochko said.

5. Situation on the battlefields

The Armed Forces of the Russian Federation continue the special military operation in Ukraine.

On the evening of April 4, high-precision, long-range sea-based weapons near Ochakov destroyed a training centre for Ukrainian special operations forces used, among other things, to house foreign mercenaries.

High-precision air-based missiles have destroyed 4 fuel depots for supplying groups of Ukrainian troops near Kremenets, Cherkasy, Zaporozhye and Novomoskovsk.

During the night, operational-tactical aviation of the Russian Aerospace Forces hit 134 military assets in Ukraine. Among them: 8 command posts and communication hubs, 1 radar for the S-300 missile system, 1 launcher of Tochka-U missile system, 6 ammunition depots and 2 fuel depots, as well as 85 strong points and areas of Ukrainian military equipment concentration.

Russian Air Defence means shot down 4 Ukrainian unmanned aerial vehicles in the air near Chernobaevka, Industrialnaya, Gurty and Nizhnyaya Krynka.

In total, from February 24th, 125 Ukrainian aircraft and 91 helicopters, 398 unmanned aerial vehicles, 226 anti-aircraft missile systems, 1,969 tanks and other armored combat vehicles, 214 multiple launch rocket systems, 852 field artillery and mortars, as well as 1,873 special military vehicles were destroyed during the operation.


A straightforward question

The Czech Republic is going to send to Kiev regime 40 Soviet-made T-72 tanks and around 50 ACVs. It has been announced in the Parliament.

A question: Does Prague really believe that in so doing it will never stop Ukrainian aggression vs Donbass? And a military confrontation in Europe? Does Prague think that Zelensky is a proper person to be supported by huge amount of weapons?
