Report # 287. THE USA CONTROLS UKRAINIAN-NATO AGGRESSION

September 18, 2023

1. Lavrov: the USA controls the military actions in Ukraine

Russian Foreign Minister Sergey Lavrov said in a commentary for the federal “Rossiya-One” TV Channel that Washington is in fact pursuing a war against Russia by supplying weapons to the Kiev regime.

"No matter what it says, it [the USA – TASS] controls this war, it supplies weapons, munition, intelligence information, data from satellites, it is pursuing a war against us," the minister said on the sidelines of the Eastern Economic Forum-23 (EEF) as he commented on statements by the USA on its readiness to supply long-range shells with depleted uranium to Ukraine.

Earlier, the Pentagon announced additional ‘security assistance’ worth $175 mln for Kiev, and the US State Secretary Anthony Blinken declared that the USA would soon offer $1 billion more, at the same time urging Moscow to start talks with Kiev exclusively on Ukrainian terms.

It was very strange that he and his stuffers do not know the fact that Ukrainian President Volodymyr Zelenskyy has personally signed a decree enacting the decision of the Ukrainian National Security and Defense Council (NSDC) taken on September 30, 2022 (it was published on the website of the Ukrainian president on October 4, 2022). According to this document, Kiev stated that it is impossible to negotiate with Russia as long as its president Vladimir Putin is in power. "To establish the impossibility of holding negotiations with the President of the Russian Federation V. Putin," reads the first paragraph of Zelensky’s presidential order.

It also approved the decision of the NSDC and Defense Council on Ukraine's application for NATO membership in an accelerated and simplified procedure.

This decree is still valid. There are no signs that Zelensky will cancel it and unlock the door leading to any new official debates with Moscow on political settlement.

As to the earlier rounds of talks held in 2022 between two official delegations, their last and final meeting took place on March 29, 2022 in Turkey. Two previous sessions have been held in Byelarus. What are the results? The heads of the two delegations managed only to ink the draft accord that means put their initials – the first and the last names – on each page of the draft, but later Kiev refused to enact it and unilaterally withdraw from the negotiations. The document gave a chance to stop Ukrainian-NATO aggression against Donbass and later against Russia, if accepted. However, Zelensky preferred to obey to the instructions issued in Washington, DC, and NATO in general with  the aim to continue his military offensive against Ukrainian immediate neighbor – Russia.

By today, the price for such strategic blunder has been enormous. It will be much more tremendous in many years to come.

2. Once more about ideas to conduct new referenda “in new regions”

They are coming from Western politicians and academics. Still. However, such proposals do not have any connections with the realities.

First, it is justifiable to conduct any kind of referenda and elections under international law on the territories that have been regained from the real aggressor who started its aggression with the barbaric aim to kill civilians who do not want to live in the aggressive state under the banner of Neo Nazi and where referenda have been already taken place in 2022 with the huge number of voters saying "Yes, to joining Russia": from 87 to 99 percent.

Including the results of a referendum in the DNR and LNR = 99.23% and 98.42% voted in favor of becoming part of the Russian Federation, respectively. As to a referendum in Zaporozhye Region. Here 93.11% of the population voted in favor of joining Russia. More than 87% of residents were in favor of declaring independence, with subsequent accession to the Russian Federation during the referendum held in Kherson Region. In Crimea 96.57% people voted for joining Russia (in 2014).

‘Vox populi’ must not be neglected, because: “Vox populi vox Dei”.

On the other hand, such referenda were legal under provisions of the Russian Constitution and the Federal Law on Referenda (2004).

Ukraine has lost all these lands for good due to its aggression.

Second, nobody will be able to persuade Russia to recognize "the occupation" of five historic Russian lands with the Russian speaking population that have been saved from real brutal occupation by Ukraine who was armed, incited and canalized by the USA and other NATO countries with the purpose to terminate its own citizens.

Third, I believe that the USA will act the same way like Russia if Americans have been trapped in their own 'Donbass' and other former areas in a country "X" that have been razed to the ground twice in their history - starting since April 13, 2014 and since February 14, 2022 and sustained heavy human and material losses like what has been described in Report # 286 in the form of PPT slides named “DPR. Civilian casualties”.

So, any debate on the “new referenda” is useless. No new referenda are required.

But how about to arrange referenda in NATO and other countries with just two simple questions: 1) Are you in favor of continuation of Ukrainian-NATO aggression against Russia? and 2) Should Ukraine be given more and more lethal heavy weapons to continue such aggression?’

Russia and Russians in five 'new' territories have made their choice – once and for ever. There are no states or a group of states or VIP individuals who will be able to persuade the citizens of Russia to make a U-turn.

Additionally, I would like 'to add my extra farthing or cent' [Russian folk saying where ‘kopeck’ or 1/100 part of Ruble is used] to the discussion on "the new referenda" to be arranged in all five territories that voluntarily joined Russia. Something philosophic:

1. Since April 2014 Ukraine BETRAYED ALL ITS CITIZENS living in these five territories – Ukrainians, Tatars and Russians – by using regular Armed Forces of Ukraine and Nazi formations against civilians in order to wipe them out physically from these lands, killing them all and coventrate all their homes by using heavy weapons and munitions prohibited by the international law: white phosphorus, cluster bombs, land mines and shells with depleted uranium.

2. Russia HAS NOT BETRAYED ALL THESE PEOPLE, and began counter-offensive operation against Ukrainian-NATO attackers. A “Special Military Operation’ was launched in response. Sometimes its abbreviation “SMO” is interpreted in Russia as ‘Sacred Military Operation’.

3. NO OTHER COUNTRY in the world, except Russia, was able to protect all these people from massive massacre and total destruction. On the contrary, nearly 50 states in the world (31 NATO countries plus around twenty non-NATO states) with irrational leaders made another option. Very cruel. They initiated such aggression, send huge ‘baskets’ of deadly arms to Kiev and officially sanctioned its continuation for extra five years since 2023 and ‘for the last Ukrainian’. The paramount goal was and still is: to weaken Russia, to dismember it, and secure a regime change in it. But all these goals are unattainable.

These three factors reminded here are too obvious.

They cannot be neglected or forgotten.

3. Greene: the USA must not fuel proxy war with Russia

Marjorie Taylor Greene, (Republican, Georgia) US House of Representatives member, declared that she would not vote for any bill to provide assistance to Ukraine because the USA should be working to prevent wars instead of fanning the flames of a proxy conflict with Russia."Ukraine is not America’s 51st state. The mission of our Department of Defense is defending America and preventing wars. Not fueling a proxy war with Russia. I won’t vote for any bill that funds a war in Ukraine," the congresswoman said in a statement on the X social media platform – formerly Twitter.

Previously, the Republican lawmaker asserted that the USA must stop the Ukrainian conflict and mediate peace talks instead of sending money and military personnel to assist the Kiev regime.

Earlier, Fox News, citing a letter from the White House Office of Management and Budget or OMB, said that the total amount of US funds directed toward assistance for Ukraine currently stands at $110.97 bln.

This amount of money does not include the Biden administration’s latest request, made in last August, for economic and humanitarian aid to Ukraine to the tune of $24 bln, with $13 bln specifically earmarked for military purposes.

Do Ukrainian aggressors really deserve such big money?

What kind of positive acts they have done? Can anybody find just one?
