Report # 126. The UNO and the IAEA cover up Ukrainian attacks on Zaporozhye NPP and Kakhovka HPS

Despite the emergency UN Security Council meeting held on August 11, 2022 (Moscow time), exclusively devoted to Ukrainian attacks against Zaporozhye Nuclear Power Plant (ZNPP), Kiev’s failed and criminal regime continue to intentionally shell this the largest NPP in Europe. It did it before the meeting, on July 20, August 5 and 7, and even several hours before the UN SC debates, and several times after that – on August 12, 14, 16 and 17, 2022.

Located near the city of Energodar in southern Ukraine, the Zaporozhye facility is the largest nuclear plant in Europe fitted with six nuclear reactors. It has been under Russian security control and Ukrainian technical operators since the beginning of Moscow’s military operation in Ukraine.

In the result of such attacks one reactor unit was disconnected from the electrical grid, triggering its emergency protection system and setting generators into operation to ensure power supply. There was also shelling in a nitrogen-oxygen station.  Kiev’s “reckless” actions are pushing the world ever closer to a major nuclear disaster, Russia’s ambassador to the UNO, Vassily Nebenzia, told the Security Council on August 11.

On August 16, local government administration member Vladimir Rogov told Russian media that Ukrainian forces had fired multiple rockets directly at the coolant systems and nuclear waste storage site inside the facility. Since the storage site is out in the open, any hit would result in the release of nuclear waste ranging from dozens to hundreds of kilograms and lead to contamination of the area, the official explained.

A total of nine countries could be contaminated if the Russian-controlled Zaporozhye Nuclear Power Plant in southern Ukraine is hit by multiple launch rocket systems, Vladimir Kuznetsov, a former chief inspector of the USSR’s nuclear authority told the press.

I count eleven such countries that will effected. Their number will depend on the winds’ direction.

The are several reasons for that gloomy scenario.

First. The UNO and the IAEA leaders namely Secretary General Antonio Guterres and Director General Rafael Grossi, respectively, do not criticize president Zelensky for such war crimes.

They never asked Kiev to stop shelling ZNPP.

They only generously permitted to themselves to produce commonly used phrases like “We denounce such attacks”. The head of the International Atomic Energy Agency Rafael Grossi, told the Security Council that the situation at the plant was under control and that there was “no immediate danger” to its safety as of yet (strange statement of the head of the IAEA about “no immediate danger” to the safety of the NPP). At the same time, he urged Russia and Ukraine to provide the IAEA access to the facility “as soon as possible.” One more unprofessional statement. Russia demands such IAEA on-site inspections initially at the Chernobyl NPP and many times at ZNPP from March 2022.

Kiev though there are a lot of remnants Both high-ranking officials never criticized the aggressor – of ammunition used by AFU and collected at the sites of attacks, like Ukrainian MLRS, Polish drones with bombs and long-range U.S heavy artillery. They are material evidence. By the way, during attack on August 17 two Ukrainian fire coordinators who shared targets sites with the AFU, have been captured. Naturally, they are additional human witnesses.

The UN has called the attacks “suicidal” and proposed sending an International Atomic Energy Agency delegation to the site to provide “technical support” and help avoid a further escalation.

  Second. The UNO and the IAEA leaders have never sent the IAEA inspection teams to the ZNPP. The IAEA Director General Grossi promised to do dispatch such team last March, but have not organize any such visit.

Third. Previously, they torpedoed to send any inspection teams Chernobyl NPP also shelled by Armed forces of Ukraine in spring this year.

Ukrainian nuclear site faces new threat Forth. The UNO and the IAEA leaders still have not specified any date for such long awaited the IAEA trip to ZNPP.

So, taking all these factors into account the chief clown implanted by the USA and NATO in Ukraine Zelensky still neglects the global concerns over potential nuclear catastrophe in Europe. Encouraged by these two international leaders Kiev recently attacked not only ZNPP, but Kakhovskaya Hydroelectic Power Station or KHPS located on the Russian territory proper that supplies electricity to Kakhovka NPP. Such aim is clear: the aim is to cut off electricity to Kakhovka NPP and to destroy it.

What are real intentions of Zelensky who is attacking Ukrainian NPP?

One of them is “to demilitarize the ZNPP”, to create a DMZ around it.

What does it mean?

The aim is to remove Russian troops from ZNPP, and sent there AFU contingents instead of them. Antonio Guterres has made a similar request, calling for the establishment of a demilitarized zone around the plant but without singling out Russian or Ukrainian forces. The U.S. Under Secretary for arms control and international security affairs, Bonnie Jenkins, demanded Moscow withdraw its troops. At the same time, she also backed Guterres’ call for a demilitarized zone meaning an area around the ZNPP and the withdrawal of Russian troops that control the area.

What is behind such scheme?

The task is to blackmail the Europeans in terms of nuclear disaster at the ZNPP without any hindrances. If Kiev dared to shell ZNPP many times in the presence of Russian troops, can you imagine what Zelensky will do if there no Russian military contingents at the ZNPP?

“The conclusion suggests itself: by destroying the energy infrastructure, the Kiev regime is exposing the many millions of people on the European continent to the danger of a nuclear cataclysm, with the connivance of Washington,” the Russian Foreign Ministry noted.


Does Moscow support “a DMZ” notion around ZNPP? Yes. It does, but in a different way. It insists that a demilitarized zone engulfing ZNPP should mean total ban on its shelling by any nation. Such ban should be proliferated to any NPP located everywhere on the globe.
