Report # 74. Baiden on Ukrainian case: drawing a red herring across the path

1. On May 31, 2022 President Biden shared his opinion in The New York Times entitled: “What America Will and Will Not Do in Ukraine”

Joseph Biden and the Editorial Board of such prominent newspaper probably were thinking that he will persuade the world that the third Ukrainian massive aggression started from 2015 after the Minsk accord versus Donbas is a just act. Highly likely they thought that the Kiev regime sooner or later will win, and will be able to wipe out all Russia-speaking majority from that region, and regain Crimea with the aim to kick off all Russians from that peninsula.

It is wishful thinking, because it is impossible to bring it about.

First, Russia is still committed to reach its major goals in the “Operation Z”, and has enough military and economic power to liberate Ukraine from die-hard Nazism and limitless militarism.

Second, the problems with Joseph Biden’s revelations in The New York Times are not dealt with explaining something new. His stance is old: the Kiev regime should fight for “the last Ukrainian.”

Third, another setback of his remarks is that the expressed opinion lacks factual and political accuracy, and contains many controversies.

  E.g., he used the term: ‘Russian invasion into Ukraine”.

No, it has been Ukrainian invasion into Donbass whose citizens did not and do not want to live in the ultra-nationalist state with failed leaders who pursued and still pursues the policy of genocide against them from April 2014 till nowadays. In 2022 such active phase of the Ukrainian aggression began on February 14-17. That is before Moscow launched its defensive operation aimed at protecting the population of Donbass who have lost from 2014 till 2022 totally 14,000 civilians killed and 34,000 civilians wounded. All by Ukrainian rulers after the 2014 coup actively sponsored by the USA.

It is Ukraine who is still bombing of maternity hospitals and centers of culture, and forced millions of people to leave the country as refugees and to move into other areas as IDPs.

Joseph Biden claimed that: “We want to see a democratic, independent, sovereign and prosperous Ukraine with the means to deter and defend itself against further aggression.”

No, the USA does not wish to see such scenario.  Its goals are different – his Administration does not want to see Ukraine as “democratic, independent, sovereign and prosperous”, because Nazism cannot live and survive in a democratic, independent, sovereign and prosperous country. Nazism can live and survive only in a dictatorship-ruled climate and tyranny – with the ban on freedom of speech, with all opponent political parties outlawed, and its people staying in concentration camps and used as a human shield, etc.

The USA would like to continue a proxy war against Russia with the U.S. lethal weapons and by the hands Ukrainians. Namely, for the following reason Joseph Biden outlined in The New York Times: “We have moved quickly to send Ukraine a significant amount of weaponry and ammunition so it can fight on the battlefield and be in the strongest possible position at the negotiating table.”

He also clearly stated: “That’s why I’ve decided that we will provide the Ukrainians with more advanced rocket systems and munitions that will enable them to more precisely strike key targets on the battlefield in Ukraine. We will continue cooperating with our allies and partners on Russian sanctions, the toughest ever imposed on a major economy. We will continue providing Ukraine with advanced weaponry, including Javelin anti-tank missiles, Stinger antiaircraft missiles, powerful artillery and precision rocket systems, radars, unmanned aerial vehicles, Mi-17 helicopters and ammunition. We will also send billions more in financial assistance, as authorized by Congress”.

The U.S. leader mentioned “precision rocket systems” in the upper paragraph. But what kind of?  Be them M31 as GMLRS and M142 as HIMERS (see photo) with the maximum firing range of 500 km and 300 km, respectively? It has been announced that  that they will fire at the distance of no more than 80 km.

Ukrainian President Volodymir Zelensky also claimed that such American-made systems would not be employed against Russia.

But can this be verified by independent inspectors? Will such systems be used versus Donbass and Crimea, if they are not considered as Russian territories at all – both by Kiev and Washington?

The U.S. president insisted on formula that: “Ukraine’s talks with Russia are not stalled because Ukraine has turned its back on diplomacy”. Inaccurate view. Ukraine’s talks with Russia have stalled because the USA advised the puppet Kiev regime to freeze the talks with Moscow. One can notice: as soon as the USA and NATO send deadly heavy weapons to Ukraine, such talks simultaneously enter the abyss.

In Biden’s words, “We will also continue reinforcing NATO’s eastern flank with forces and capabilities from the United States and other allies.”

What for and against whom? And why Joseph Biden said later: “We do not seek a war between NATO and Russia”. Is it not a controversy? All existing U.S. five key national military strategies, namely NSS, NDS, NPR, MDS and Space Strategy, as well as all NATO Summits’ strategic concepts and declarations outlined and outlines firm intention to fight with Russia and to destroy it as an adversary.

The current American leader has correctly admitted that: “We currently see no indication that Russia has intent to use nuclear weapons in Ukraine… “. True. However, he further continued in the same sentence: “… though Russia’s occasional rhetoric to rattle the nuclear saber is itself dangerous and extremely irresponsible”.

Where has he seen or heard such rhetoric? From the cables of the U.S. Embassy based in Moscow? Or from any market-place whistle-blowers? Actually nowhere. If so, it is unprofessional job of his staffers and speech-writers.

Nobody in Russia – neither President Vladimir Putin, nor Defense Minister Sergey Shoigu, nor Foreign Minister Sergei Lavrov have ever said that or even hinted that.

So, it is the USA and personally Mr. Joseph Biden, as well as his irrelevant pal Volodymir Zelensky are fully responsible for conducting a massive aggression in Europe versus Donbass – both for their selfish personal aims: to stay in power as long as they wish. In case of Biden two more goals: to secure the Democratic Party victory in the mid-term elections in upcoming November, and to give a boost to the national military-industrial complex harvesting billions of dollars. In case of Zelensky – one more and special: to collect millions of dollars and to build a lot of private villas in Florida, Israel and

In other places around the globe.

That is why recent Joseph Biden’s opinion on the Ukrainian developments expressed in the The New York Times looks like drawing a red herring across the path. Because nobody will find there any way out from the self-created impasse in that country he personally and his advisers have hammered out.

2. Humanitarian situation

The Russian Federation's Joint Coordination Headquarters for Humanitarian Response, in co-operation with the authorized federal executive authorities, continues to carefully record the continuing egregious facts of the inhumane treatment of civilians by the authorities in Kiev, and use of social infrastructure for military purposes by Ukrainian armed formations:

a) in Kharkov, Ukrainian Armed Forces and territorial defence units have equipped ammunition depots, artillery and MLRS on the premises of school No 81 on Krasnaya Alleya Street and the House of Culture on Plekhanovskaya Street, while local residents are being held in basements under the pretext of ensuring their safety. At the same time, the approaches to these buildings are booby-trapped, but the local population is deliberately not informed about this;

b) in Borovskoe, Lugansk People's Republic, Right Sector militants have equipped firing positions and sniper points in residential buildings. Local residents are forbidden to leave their flats, and all attempts by citizens to evacuate to safe areas are severely curtailed;

c) in Kramatorsk, Donetsk People's Republic, neo-Nazis and foreign mercenaries have placed heavy weapons on the premises of a boarding school on Vasiliya Stusa Street and equipped a stronghold and an ammunition depot in the building;

d) in Avdeevka, Donetsk People's Republic, AFU personnel are stationed on the ground floors of residential buildings, in school No 2 and the buildings of the TB dispensary, while civilians are forcibly detained in the basements.

Furthermore, in Kharkov Region, militants of the nationalist Kraken unit, formed mainly from radicals and released from prison rapists and murderers, conduct punitive raids in which so-called "death squads" at night break into the homes of local residents suspected by the SSU of pro-Russian sentiment, physically abuse them and take them away to an unknown destination. Dozens of the detainees never returned home, and their fate is still unknown. Such criminal actions and provocations on the part of the Kiev regime once again demonstrate Kiev's inhuman attitude towards the fate of its citizens and show complete disregard for the norms and principles of international humanitarian law.

By applying a policy of "double standards", the collective West has absolutely no interest in conducting an impartial investigation and finding those responsible for the current disastrous humanitarian situation in Ukraine, and in fact "turns a blind eye" to numerous violations of international conventions by the Ukrainian side, shifting the blame onto the Russian Federation without evidence.

Despite all the difficulties and obstacles imposed by the Ukrainian side, over the past day, without the participation of Kiev, 15,215 people were evacuated from dangerous areas, 1,806 of them children. Totally, since the beginning of the special military operation, 1,556,258 people have already been evacuated to Russia, of which 254,270 are children.

More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation. The refugees are dealt with on an individual basis and are promptly assisted with various pressing issues relating to onward accommodation, employment assistance, places for children in kindergartens and educational institutions, and the provision of entitlements to social benefits.

Over the past 24 hours, the hotline of the Interdepartmental Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, constituent entities of the Russian Federation and various NGOs received 85 requests from foreign and Ukrainian citizens to evacuate to Russia, the Donetsk and Lugansk people's republics, as well as to the Russian Armed Forces-controlled areas of Zaporozhye, Nikolaev, Kharkov and Kherson regions. In total there are 2,757,157 such appeals from 2,137 locations in Ukraine in the database.

Demining detachments of the Russian Armed Forces and the EMERCOM of Russia are carrying out land and facility clearance tasks in the territory of the DPR and LPR. A total of 2,581.94 hectares were checked (including 119.2 hectares during the day), 35 buildings (including 13 socially important facilities), 1 bridge and 9.64 km of roads. 12,685 explosives were detected and defused, 131 of them during the day.

Russian various NGOs, patriotic movements, continue to accumulate humanitarian aid. More than 27,000 tons of basic necessities and food kits, including baby food and life-saving medicines, have been prepared at collection points.

Since March 2nd, 24,342.3 tons of humanitarian cargo have already been delivered to Ukraine, 1,078 humanitarian actions have been carried out, including 5 actions in Kharkov and Zaporozhye Regions, as well as in Donetsk and Lugansk people's republic, during which 352 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

On May 30, 3 humanitarian actions have been planned and are currently being carried out in Kherson region, in Donetsk People's Republic, during which 309.8 tons of basic necessities, medicine and food will be distributed.

3. Situation at the Black and the Azov Seas

70 foreign vessels from 16 countries remain blocked in 6 Ukrainian ports (Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhniy). The threat of shelling and high mine danger posed by official Kiev that deployed them prevents vessels from entering the high seas unhindered. The danger to navigation from Ukrainian mines drifting off their anchors along the coasts of the Black Sea states remains.

The Russian Federation is taking a full range of comprehensive measures to ensure the safety of civilian navigation in the waters of the Black Sea and the Sea of Azov. As a result of the measures taken by the Russian Navy, the mine threat in the waters of the sea port of Mariupol has been eliminated and measures are being taken to restore the port infrastructure.

The Russian Armed Forces have created conditions for the operation of two maritime ‘blue-water’ humanitarian corridors, which are safe lanes for ships:

a) in the Black Sea - to leave Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhnyi ports in a south-westerly direction from Ukraine's territorial sea, 139 miles long and 3 miles wide;

b) in the Sea of Azov, to leave Mariupol port 115 miles long and 2 miles wide towards the Black Sea.

Detailed information in English and Russian on the modus operandi of the maritime humanitarian corridor is broadcast daily every 15 minutes on VHF radio on 14 and 16 international channels in English and Russian.

At the same time, the Kiev authorities continue to avoid engaging with representatives of states and ship-owning companies to resolve the issue of ensuring the safe passage of foreign vessels to the assembly area.
